A Legacy of Service

Tiffany Welch is a lifelong resident of West Baltimore’s Matthew Henson neighborhood, where corner stores, close-knit neighbors, and community pride shaped her early years  and continues to inspire her work today as a social impact strategist and nonprofit development leader dedicated to building stronger, more equitable communities.

She comes from a legacy of public service. Her grandmother, Agnes Welch, served on the Baltimore City Council for nearly three decades. Her father, William “Pete” Welch, continued that tradition, fighting for firehouse protections and urban farming incentives. Tiffany grew up watching them lead with integrity, compassion, and accountability, and she’s built her own path in that same spirit.

Tiffany is also a proud graduate of The Bryn Mawr School for Girls, the University of Michigan (Sociology), and the University of Maryland School of Social Work, where she earned her master’s degree with a concentration in Management and Community Organization. Her academic accomplishments have informed her leadership philosophy, grounded in equity, systems change, and the belief that real progress happens when government works with the people it serves.

Turning Vision into Action

Tiffany began her career at St. Bernardine’s Head Start, supporting low-income families and advocating for children with special needs. Since then, Tiffany has launched and led transformative initiatives across Baltimore:

  • #SaveADopeBoy: A workforce development movement connecting young men to mentorship, training, and employment through local small businesses.

  • Fresh at the Avenue: A weekly fresh food hub at the Avenue Market, now a model for food justice and health equity.

  • MRI Studios: A creative space in the Bromo Arts District that empowers young artists through entrepreneurship and arts education.

 

Tiffany is a former elected member of the Democratic State Central Committee for the 40th District (2014-2018), where she helped lead voter engagement efforts like Bars to Blocks, using urban music and community organizing to connect civic participation with social change.

Currently, Tiffany leads community engagement efforts as the Community Coordinator for the Matthew Henson Neighborhood Association and holds board positions with organizations that reflect her people-first approach to empowerment and equity: Market Center Merchants Association, Women’s Civic League of Baltimore, Baltimore Hire Power, and MRI Studios Inc.

Building What’s Missing, Together

Tiffany’s campaign is built on a bold vision for Modern Collaborative Governance. She believes no single agency or official can solve systemic challenges alone. Her approach centers shared power, neighborhood-based planning, and policies that reflect the lived experiences of Baltimore’s diverse communities.


For Tiffany, leadership isn’t just about holding office. It’s about transforming how government shows up, listens, and delivers. She’s ready to build what’s missing, invest where it matters, and lead with transparency, equity, and heart.
